ITANAGAR, July 6: The Itanagar Capital Region (ICR) deputy commissioner has ordered Jakap Lukham, the state general secretary of Bharatiya Janata Yuva Morcha (BJYM), to appear before the EAC (Judicial) on July 8 for signing a bond to ensure peace.

An order dated July 5 issued by the ICR deputy commissioner’s office stated that permission was initially granted to Lukham to conduct a protest rally at Congress Bhawan on July 3 from 4 to 5 pm, based on an NOC issued by the Capital superintendent of police. However, the permission was withdrawn within ten minutes at 3:44 pm due to an incorrect mention of the venue.

According to the order, the cancellation was communicated to Lukham via mobile and WhatsApp by the EAC (Judicial).

“Despite being informed of the cancellation, Lukham proceeded with the rally, attempting to disturb peace and tranquility. A notice was subsequently served to Lukham on July 3 to show cause why action should not be taken against him for disobedience. His response was deemed unsatisfactory,” the order said.

Exercising the power under section 130 of BNSS, 2023, the deputy commissioner has directed Lukham to appear before the EAC (Judicial) on July 8 at 11:00 am to sign a “bond of Rs 50,000 for maintaining peace for a year”.
